We can all become leaders and also followers. Both are important but the leader sets the good example for his/her followers. A good leader has a good follower.

In order to be a great leader, one must possess various qualities that will attract followers. The following qualities are just of few of the many qualities that are vital for effective leadership:

1. Charisma- charismatic leaders have the gift to touch people through their choice of words. Charismatic leaders are alluring, charming and can encourage followers to support a grand vision or idea.

2. Positive Attitude ? A leader who has a positive attitude will influence his/her followers to carry that same attitude. A good example of a leader with a positive attitude could be a parent or teacher.

Mothers, fathers, or elementary teachers appear and are viewed as role models to the young children they are teaching and nurturing.

These role models are the first leaders they encounter in life. Children become very dependent of leaders because they are their vehicles to the outside world and provide much needed help and assistance.

If a parent is nurturing and loving to their child, they will thrive under this encouragement.

If a school teacher provides a positive learning experience to the child, they will succeed and that success will become contagious? In any circumstance, a leader?s positive attitude will have greater impact and influence on their followers.

3. Motivation ? In an athletic world, a motivating leader could be a coach, trainer or even a fellow teammate. While the talent of players is a good determinant of a winning team, their coach is also an important factor.

If a coach can not produce a winning team, his job is at stake. A coach?s motivation involves infusing his players with high standards, and setting challenging but attainable goals as they perform well. Thus, his/her ability to motivate his players will enhance their performances.

Motivation also correlates with having a positive attitude. When a coach has a positive attitude and provides a positive environment for his players, then the team will most likely be motivated to move in his/her direction where ultimate success can be found.

4. Assertiveness ? A leader has the responsibility to guide the direction of his or her company. When a leader is firm and assertive in delegating tasks to his subordinates, they will hold a greater respect to follow through on their assignments.

An assertive leader has the ability to convey enforcement without being too autocratic or threatening to their subordinates.

Furthermore, an assertive leader should not make his subordinates feel like they?re in a hostile environment. Instead, an assertive leader should respect his people, and require proper accountability at the same time. A leader?s assertiveness and confidence earns respect. With that respect, people are much more likely to follow, help, and emulate their leader to achieve success.

Self-improvement is important for leaders. Attending self-improvement seminars may be a good help in being a good leader.

Alexandria, Va., USA In a study titled "Prevalence of Periodontis in Adults in the United States: 2009 and 2010," lead author Paul Eke, Centers for Disease Control and Prevention, estimates the prevalence, severity and extent of periodontitis in the adult U.S population using data from the 2009 and 2010 National Health and Nutrition Examination Survey (NHANES) cycle. The study is published in the Journal of Dental Research, the official publication of the International and American Associations for Dental Research (IADR/AADR).

Estimates were derived from a sample of 3,742 adults 30 years and older with one or more natural teeth of the civilian non-institutionalized population. Attachment loss and probing depth were measured at six sites per tooth on all teeth (except the third molars). The study is important because it is the first national probability sample that has employed a full-mouth periodontal examination protocol versus previous partial mouth examinations.

Of the sample presented, 47.2 percent, representing 64.7 million adults, had periodontitis distributed as 8.7 percent, 30.0 percent and 8.5 percent with mild, moderate and severe periodontitis respectively. For adults 65 years and older, 64 percent had either moderate or severe periodontitis. These estimates are far higher than previous national estimates.

Periodontitis was highest in males, Mexican Americans, adults with less than high school education, adults below 100% Federal Poverty Levels, and current smokers. This survey has provided direct evidence for a high burden of periodontitis in the adult U.S. population, especially among adults 65 and older.

GENERAL DESCRIPTION OF POSITION

Berkshire Hills Music Academy, a post-secondary school serving people 18 and older with learning and intellectual disabilities, is looking for a strong leader to fill the position of Assistant Head of School.

The Assistant Head of School serves as the educational leader to provide the highest quality education for students with Autism spectrum disorder, Aspergers syndrome, PDD-NOS, blindness and visual impairments, Williams syndrome, and Down syndrome. This position manages the Academy programs in accordance with the vision and mission set forth by the Board of Trustees. The Program Manager supervises five Departmental Directors for the Two-year Certificate Program and Extended Learning Community (for graduates of the Certificate Program). The Assistant Head of School nurtures all members of the school staff, communicates effectively with parents and community, and represents the program to accrediting and licensing authorities.

The Assistant Head of School reports to the Executive Director.

REQUIREMENTS
Formal training in music or performing arts, music therapy preferred
5 years of experience working with people diagnosed with similar disabilities as those who we serve in an educational, vocational and residential setting
Strong written and verbal communication skills
Certification in Administration preferred (School Principal, Assistant School Principal, Assistant Head of Private school, Program Manager, Program Director, SPED Administrator, etc.)

RESPONSIBILITIES:
Participate in strategic planning and overall program development
Establish and implement a strategic plan and goals and objectives for each department
Manage day-to-day operations: hiring, supervising, and staff evaluation
Establish a master schedule for students, staff, and classrooms (both before and after school dorm hours)
Evaluate lesson plans and observe classes on regular basis to support life skills, social skills, vocational, and music departments and programs
Write policies and procedures relative to curriculum
Ensure a sequential learning experience for students consistent with the Academys philosophy, mission, and instructional goals
Develop a comprehensive program of student assessment
Support budgetary oversight
Licensing and accreditations responsibilities

Maintain visibility with students, teachers, parents, and Board

The market's August lull nears an end; stocks fall

NEW YORK (AP) ? The late-summer lull is about to end.

Stocks fell Thursday, with investors too worried about high gas prices and stagnant employment to be impressed by higher consumer spending.

But trading volume was light, the market's direction was steady, and there wasn't much in the way of major economic news.

That could all change Friday. Federal Reserve Chairman Ben Bernanke is scheduled to speak at 10 a.m. EDT, and investors will be listening closely for his opinion on the economy and whether the Fed will take more action to try to prop it up.

Scott Freeze, president of Street One Financial in Huntingdon Valley, Pa., had the feeling that he was experiencing the calm before the storm. He went golfing Thursday morning with clients, figuring there wouldn't be many more chances to leave the office.

Many of his employees and clients planned to come to work Friday morning, stick around to see what Bernanke says, and then leave early for the long weekend if it's nothing of consequence.

"There's so little going on, it's all wait and see before Bernanke's speech," Freeze said. "I'm sure next week will be a much different scenario."

Some thought Bernanke's speech, for all the hype, would end up being a non-event. The statements from Fed officials are sometimes too ambiguous to really guide the market. And there's a lot of doubt that the Fed can do anything for the economy anyway.

"Some people hang on every word, they try to figure out what kind of briefcase he's carrying," said John Lekas, senior portfolio manager at Leader Capital in Portland, Ore. "I think that's a waste of time. It doesn't matter that much."

For much of August, with many traders on vacation and a dearth of major economic news, the market has lumbered more than galloped. On Thursday, about 2.4 billion shares were traded on the New York Stock Exchange. The average for the year so far is about 3.7 billion.

The Dow Jones industrial average closed down 106.77 points to 13,000.71. The Standard & Poor's 500 fell 11.01 to 1,399.48. The Nasdaq composite slid 32.48 to 3,048.71.

The economic news that did surface Thursday was uninspiring to investors.

The government reported that consumer spending rose in July from June, after a flat June and a decline in May. Separately, retailers like Target Corp., Gap Inc. and Macy's Inc. reported higher-than-expected August sales.

But rather than send stocks up, investors instead worried that the gains were only temporary, driven by back-to-school shopping that will soon peter out.

Gas prices and job prospects, which are key when people decide how much to spend, were not encouraging. Hurricane Isaac helped push the national average price for a gallon of gas to $3.83 from $3.80 Wednesday, according to the AAA. The government reported that the four-week moving average for unemployment claims also ticked higher.

Freeze, from Street One, doubts the jobs picture will improve soon, with so many companies not hiring. He thinks it's disingenuous when they blame their hiring drought on the uncertainty of not knowing who will be president next year.

"They're saying, 'I don't know what my tax situation will be,' or 'I don't know if Obama will be president and I don't want to deal with Obama's health care plan,'" he said. "I think these are just easy excuses for the corporations to use, because quite frankly the production levels and the revenue they're generating don't warrant hiring new employees."

Among the stocks that did make notable moves:

?Pandora Media Inc. jumped more than 14 percent, rising $1.44 to $11.52. The Internet radio company reported big increases in revenue from advertising, subscriptions, and from listeners accessing the website from mobile devices.

?TiVo Inc., known for its digital video recorders, fell more than 3 percent, losing 32 cents to $9.04, after reporting a larger quarterly loss and missing analysts' revenue predictions.

?Vera Bradley, the maker of high-end handbags, lost almost 9 percent, slipping $2.09 to $21.53. Weak sales in May and June forced the company to cut its earnings and revenue predictions for the year.

Hurricane Isaac soaks Gulf Coast, tests New Orleans levees

NEW ORLEANS (Reuters) - Hurricane Isaac drove water over the top of a levee on the outskirts of New Orleans on Wednesday, but the multibillion-dollar barriers built to protect the city itself after the 2005 Katrina disaster were not breached, officials said.

The slow-moving but powerful Category 1 hurricane was felt along the Gulf Coast, threatening to flood towns in Mississippi and Louisiana with storm surges of up to 12 feet and top sustained winds up to 75 miles per hour (120 kilometers per hour).

"The federal levee system ... is fine," New Orleans Mayor Mitchell Landrieu told local radio.

"There are no risks. It is holding exactly as we expected it to and is performing exactly as it should. There are no people on rooftops from flooding that even approximates what happened during Katrina," he said.

Police and National Guard units, many wielding automatic assault rifles, patrolled the virtually empty downtown quarter of the port city, which normally bustles with tourists drawn to its jazz bars, Creole cuisine and French colonial architecture.

Tree limbs and street signs littered the streets and power was cut intermittently throughout the city, but authorities reported no security problems.

"Thus far it's been pretty easy," said Captain Jeremy Falanga of the Louisiana National Guard, who was stationed with troopers in front of the city's convention center. "Not many people are outside, it's pretty buttoned up."

In low-lying Plaquemines Parish, which stretches southeast from New Orleans, emergency officials reported the overtopping of an 8-foot (2.4-meter) high levee between the Braithwaite and White Ditch districts.

Plaquemines Parish President Billy Nungesser said about 2,000 residents of the area had been ordered to evacuate but only about half were confirmed to have gotten out before Isaac made landfall late on Tuesday.

Isaac was wobbling northwestward near six mph, a slow pace that increases the threat of rain-induced flooding.

"On the east bank right now, we have reports of people on their roofs and attics and 12 to 14 foot of water," Nungesser told CNN.

"This storm has delivered more of a punch than people thought," he added.

Plaquemines Parish is cut in two lengthwise by the Mississippi River as it flows to the Gulf of Mexico. Much of it lies outside the greater New Orleans levee system, and construction projects to bolster protection are not complete.

It was not immediately clear how many people may have been stranded in the area, as driving rain and hurricane-force winds prevented a full-scale search.

"The sheriff's deputies are over there but all the roads are unpassable ... We don't know if some people are left behind and now we can't get there and there is no way we can operate a boat or an air boat in these winds," Nungesser said.

Plaquemines Parish public information officer Caitlin Campbell said there were no reports of injuries or deaths.

"The back levee along that area has been overflowing with water since earlier today. Up to 12 feet of water has filled that community from the back levee to the Mississippi River," Campbell said in an email statement.

"Rescue efforts are now in progress. Local residents are rescuing other residents at this time," she said.

BLACKOUTS

Isaac was the first test for the $14.5 billion flood defense system of walls, floodgates, levees and pumps built after Katrina's storm surge. Katrina left large parts of New Orleans swamped and killed 1,800 people, in the costliest natural disaster in U.S. history.

Hundreds in and around New Orleans drowned in 2005 and many survivors waited for days to be plucked from their rooftops by helicopters. New Orleans endured days of deadly disorder and widespread looting.

While most city residents had opted to weather Isaac in their homes, that was no option for the homeless.

"It was wet last night," said Stanley Lancaster, 50, who spent the night under an overhang by the city's convention center. "I'm just going to sit and wait till it stops."

While not nearly as strong as Katrina -- a Category 3 hurricane when it slammed into New Orleans on August 29, 2005 -- Isaac was a threat that authorities had warned repeatedly about underestimating.

Rainfall accumulations, potentially totaling as much as 20 inches in some areas, were expected.

Some 409,000 Louisiana customers of utility Entergy Corp were without power as of Wednesday morning, the company reported. It warned that it would be unable to begin restoring power until winds drop below 30 mph.

Areas affected by power outages included about 60 percent of New Orleans.

At 11 a.m. EDT, Isaac's top sustained winds had weakened slightly to 75 mph and was about 45 miles southwest of New Orleans, the U.S. National Hurricane Center said. It said hurricane force winds extended outward for 60 miles from the storm's center.

Isaac killed at least 23 people and caused significant flooding and damage in Haiti and the Dominican Republic before skirting the southern tip of Florida on Sunday and heading across the warm waters of the Gulf of Mexico.

It spared Tampa, Florida, where the Republican National Convention is being held. But it forced party leaders to reshuffle the schedule and tone down what some might have seen as excess celebration about Mitt Romney's presidential nomination as Gulf Coast residents faced danger.

Oil production in the U.S. Gulf of Mexico nearly ground to a halt and ports and coastal refineries curtailed operations.

Energy companies along the Gulf Coast refining center braced for the storm's impact by shuttering some plants and running others at reduced rates ahead of Isaac's landfall.

Intense hurricanes such as Katrina -- which took out 4.5 million barrels per day of refining capacity at one point -- have flooded refineries, keeping them closed for extended periods and reducing fuel supplies.

This time, though, the U.S. Department of Energy estimated that only 12 percent of the Gulf Coast's refining capacity had gone offline. Louisiana usually processes more than 3 million barrels per day of crude into products like gasoline.

Perceptions that the area's oil facilities would not sustain major damage left international benchmark Brent crude little changed in Wednesday morning trading at about $112.75 a barrel.

David Zelinsky, a meteorologist at the Miami-based Hurricane Center, cautioned that Isaac was not going away anytime soon.

"We expect it generally to continue moving very slowly through Louisiana today, even into tomorrow. Beyond that, as it begins to weaken we expect it to move into northern Louisiana late Thursday into Friday and then north into Arkansas, Texas, Oklahoma, that region after that," Zelinksy said.

"We want to stress to everyone that a lot of the effects can be felt well removed from the center," he said.

Celebrating Motherhood: Suck it up!


We don't always want to do the hard things of this life.

Some days are just plain hard. Living around and loving on children
is my job right now but there have been moments when I've needed a pep talk to keep
moving forward.To keep doing what it is the Lord has called our family to.

Adoption and Foster care are not for the faint of heart.

Over 160 people showed up for our encouragement feast and it

was truly a night filled with encouragement and our faint hearts were
woken back up and brought back to life.?

Friends came who have walked the road with us for many years.

And if you're on this journey you need friends who will encourage you

and have arms big enough to help you when your bags get too heavy.

?From all over Alabama they came. Most of them with their children from Africa, China, U.S, Taiwan, Ukraine and the foster system.

They came to be loved on and encouraged that anything worth having is going to cost

you something. The days are long and we must not grow weary of doing good but we must count?the cost of stopping. The children's voices that have no home, no parents, no one to hold them should be ringing in our ears.?

Their cries not drowned out by our living.

?We cried together as we heard the reality of family and friends who don't understand what we're doing. We walk alone sometimes but regardless we must walk.

We know how important it is that every child knows that he or she is a blessing. God whispers

their name and they are not a burden. Our friends on this journey go out of their way to make all of my children feel loved.

?My wonderful oldest son Tucker videoing everything and catching all these moments for all of y'all who didn't get to come. Hopefully we will have it up soon, free to anyone who needs the encouragement to "suck it up and keep walking". ?His love for children and his leadership amazes me. This guy is all about family and his future and I love that he loves so deeply. He will be leaving the farm on Saturday to go film a pastors conference in Nicaragua. So please pray for him as he travels.

Clearly, the company has the right to the encrypted version of the data; but does the company have the right to mandate the employee offer an unencrypted version? Subsequently, can a person be ordered by a court of law to give a password to law enforcement to decrypt the digital evidence?

One may be tempted to argue that no digital bit has ever been seen, so plain sight is not possible and not an issue. This issue of privacy raises the question of ?plain sight? while collecting evidence from digital sources. Others may argue that a permit to collect any digital evidence stored on a disk or computer device is enough to collect any and all evidence from a computer for any crime.

The plain sight doctrine is best interpreted conservatively so that any seizure of evidence of one crime revealed during the search for evidence for another crime should be then justified by a permit.

15-year-old Lydia Ko wins in Canada

COQUITLAM, British Columbia (AP) ? Lydia Ko made some more history ? and made it clear that she has no plans to rush into a professional golf career.

The 15-year-old Ko is used to questions about her future, and she handled the latest round with ease Sunday after running away with the Canadian Women's Open to become the youngest winner in LPGA Tour history and only the fifth amateur champion.

"I'll still remain an amateur and then finish high school and then go to college," said Ko, who has mentioned Stanford as her college of choice. "I mean this is a great win, but I don't think this will affect me changing my roots to my career."

The South Korean-born New Zealander closed with a 5-under 67 for a three-stroke victory. She broke the age record of 16 set by Lexi Thompson last September in the Navistar LPGA Classic in Alabama, and is the first amateur winner since JoAnne Carner in the 1969 Burdine's Invitational.

"To break another record, or being in the history, it's amazing, and it's always awesome to be able to play with the pros," Ko said. "The last few holes, it got a bit nerve wracking, but Stacy Lewis, after my birdie on 15, she said, 'You know you can do it.' It was really great to have another player that I look up to giving me that much support. So it was really awesome."

In January, Ko won the New South Wales Open in Australia at 14 to become the youngest player to win a professional tour event, a mark broken by 14-year-old Brooke Henderson in June in a 36-hole Canadian Women's Tour event in Quebec. Ko also won the U.S. Women's Amateur two weeks ago in Cleveland.

"I didn't cry after this one," said Ko, but (after) that one I did cry," Ko said, referencing the Amateur. "Yeah, to me, U.S. Amateur is a big event, and obviously this is a huge event as well. But still, as an amateur winning one of the biggest amateur events, I feel like it was a better win ? even though this one was awesome."

Ko finished at 13-under 275 at The Vancouver Golf Club, pulling away with birdies on five of the first six holes on the back nine. She opened with consecutive 68s and shot a 72 on Saturday to take a one-stroke lead into the final round.

"I was most impressed with just her demeanor," said Lewis, who tied for sixth at 7 under. "I mean you would have never known that it was the final round of an LPGA event. She played like she had been there before."

Inbee Park shot a 69 to finish second. Park chipped in for birdie on the final hole, and Ko closed with a bogey to make it closer.

"The pressure she was handling is really amazing," Park said. "I'm really happy for her. It's great for her career ? and I think I was just lucky to get the winner's check today."

Park's $300,000 check as the top pro moved her past Lewis for the season money lead with $1,419,940.

U.S. Women's Open champion Na Yeon Choi, Chella Choi and Jiyai Shin tied for third at 8 under. Na Yeon Choi had a 73, and Chella Choi and Shin shot 71.

The glove Ko wore in the final round will be displayed in the World Golf Hall of Fame.

"To have something that's mine to be up there, it's amazing, and it doesn't come down or anything," she said. "So it will always remain there, and it'll be a good memory. It's been an awesome week."

Ko was headed to her native South Korea on Monday, and will return to the tour next month for the Women's British Open.

Taiwan's Communications Device Production Value to Decline 4.2%

Taipei, Aug, 23 2012 (CENS) ?Affected by fierce competition between two global mobile phone vendors, Apple Inc. and Samsung Group, the overall production value of communication devices will be NT$ 1.01 trillion (US$ 33.66 billion) this year, down 4.2% year on year (YoY), predicts the Industrial Economics and Knowledge Center (IEK) under Taiwan?s Industrial Technology Research Institute (ITRI) and the government-sponsored Industry & Technology Intelligence Services (ITIS) project.

Due mainly to shrinking shipments by High Tech Computer Corp. (HTC), a Taiwanese smartphone vendor, production value of mobile phones in Taiwan was NT$ 130.3 billion (US$ 4.34 billion), down 11.8% YoY, resulting in overall communication production value of NT$ 262.7 billion
(US$ 8.75 billion), down 1.5% YoY.

According to ITIS, Taiwanese customers tend to wait for iPhone 5?s launch, which indirectly affects shipment performance of the mobile industry here, hence the estimate of the production value of communication devices in the third quarter to be NT$ 254.8 billion (US$ 8.49 billion), down sizably 13.5% YoY.

The production values of switches and wireless network related products in the second quarter both increased 20% to 30% YoY, contrasted against drops in production values of mobile phones, global positioning systems (GPS) and internet set top boxes.

ITIS added that, despite HTC?s launch of the ?One series? smart phone in the second quarter, the firm?s shipments still lagged market expectation due mainly to Europeans? sagging spending and goods held in North American Customs.

Sales of Taiwan-made OEM Motorola and Nokia low-end smart phones in China were better-than-expected, which slowed deterioration of the industry in the second quarter here.

Breast Cancer Survivors Walk The 3-Day To Inspire, Support - WCCO

MAPLEWOOD, Minn. (WCCO) - A sea of pink tents helped brighten up the gray skies in Maplewood. This tent city is part of the Susan G. Komen 3-Day, an event designed to raise money for breast cancer research.

Dr. Sheri Phillips, the National Spokesperson Susan G Komen 3-Day, says over a thousand participants are expected.

?We had 14 hundred wonderful participants show up on Friday morning ready to walk an average of 20 miles a day for three consecutive days all to put an end to breast cancer,? Phillips said.

Dr. Sheri Philips herself is a breast cancer survivor. She says the stories behind why people walk are inspirational.

Most of those stories are born from the writings and pictures left behind in the Remembrance Tent.

Helen Stripe is a medical crew captain and a three-time breast cancer survivor.

?I?m the product of research this is the Susan Komen 3-Day and all the money that we raised affects me, and what happens to me,? Stripe said.

She has been cancer free for several years, and a part of the 3-Day for more than 9 years. Stripe feels helping others is her way of paying back the people who are walking for her and others who battle against breast cancer.

?It?s a service we offer that keeps our walkers walking. The main goal is to try to get everybody to finish the three day,? she said.

Stripe feels every walker is here for her, as well as their loved ones. So she feels giving back is her way of staying in step with the hope of finding a cure.

The 3-Day will end Sunday at the State Fairgrounds.

Last year the walkers raised more than $82 million nationwide.

Consumer group files motion to oppose Google, FTC settlement

The settlement agreement between the U.S. Federal Trade Commission and Google, which cost the search giant?$22.5 million in penalty charges,?is being challenged in court.

The search giant managed to avoid pleading guilty or admitting any wrongdoing in its settlement deal with the commission -- something that irked the higher-up's at the FTC?--?and could spark a change in future policy to disallow firms to avoid getting away from their troubles scot-free.

But one U.S. group, Consumer Watchdog, believes this isn't right. In response, the consumer advocacy group has filed a motion [PDF] in a bid to allow the group to submit briefs that formally oppose the FTC settlement with Google.

In a nutshell:?John Simpson, the consumer groups' privacy project director, said:?

"Google hacked past a key privacy setting on iPhones and iPads and other devices using Apple's Safari browser, placed tracking cookies on them and then lied, saying the settings were still effective. Clearly it violated its agreement with the FTC."

The group wants the?U.S. District Court for the Northern District of California, which will accept or reject the deal, to throw out the settlement offer and force Google to swallow a whole heap of humble pie.

The motion says the settlement is "not in the public interest" because the settlement "continues to deny any violation of the prior FTC order," notably the privacy agreement set out by the FTC over Google Buzz in 2010.

"The Commission is proposing to let Google buy its way out of trouble for an amount that is less than the company spends on lunches for its employees and with no admission it did anything wrong," Simpson said.

As ZDNet editor-in-chief Larry Dignan pointed out, based on Google's Q2 sales, the $22.5 million penalty could have been recovered by the search giant in just five hours.

Google has already made steps to bolster its privacy track record in light of the Safari security bypass fiasco. A recent job listing said the search giant is building a "red team" in order to scrutinize?the firm's products to avoid such brouhaha's like it faced with the FTC this year, among others.

The champagne toasts on the Champs-Elysees and the two-fingered "V'' for victory signs he flashed while pedaling to the finish line.

The excruciating mountain climbs and the explosions of power that pushed him past other heaving cyclists on narrow Alpine roads.

The legions of fans wearing yellow Livestrong bracelets cheering on the cancer survivor whose grit and determination gave them hope.

Faded images are all that remain of the unprecedented cycling career of Lance Armstrong.

The U.S. Anti-Doping Agency erased the rest of it on Friday.

It wiped out 14 years of Armstrong's career ? including his record seven Tour de France titles ? and barred him for life from the sport after concluding he used banned substances.

USADA said it expected cycling's governing body to take similar action, but the International Cycling Union was measured in its response, saying it first wanted a full explanation of why Armstrong should relinquish Tour titles he won from 1999 through 2005.

The Amaury Sport Organization, which runs the world's most prestigious cycling race, said it would not comment until hearing from the UCI and USADA. The U.S. agency contends the cycling body is bound by the World Anti-Doping Code to strip Armstrong of one of the most incredible achievements in sports.

Armstrong, who retired a year ago and turns 41 next month, said Thursday he would no longer challenge USADA and declined to exercise his last option by entering arbitration. He denied again that he ever took banned substances in his career, calling USADA's investigation a "witch hunt" without any physical evidence.

He is now officially a drug cheat in the eyes of his nation's doping agency.

USADA chief executive Travis Tygart described the investigation as a battle against a "win-at-all-cost culture," adding that the UCI was "bound to recognize our decision and impose it."

"They have no choice but to strip the titles under the code," he said.

That would leave Greg LeMond as the only American to win the Tour de France, having done so in 1986, 1989 and 1990.

Armstrong on Friday sent a tweet that he's still planning to ride in a mountain bike race in Aspen, Colo., on Saturday and follow it up with running a marathon on Sunday, but he did not comment directly on the sanctions.

The UCI and USADA have engaged in a turf war over who should prosecute allegations against Armstrong. The UCI event backed Armstrong's failed legal challenge to USADA's authority, and it cited the same World Anti-Doping Code in saying that it wanted to hear more from the U.S. agency.

"As USADA has claimed jurisdiction in the case, the UCI expects that it will issue a reasoned decision" explaining the action taken, the Switzerland-based organization said in a statement. It said legal procedures obliged USADA to fulfill this demand in cases "where no hearing occurs."

If Tour de France officials follow USADA's lead and announces that Armstrong has been stripped of his titles, Jan Ullrich could be promoted to champion in three of those years. Ullrich was stripped of his third-place finish in the 2005 Tour and retired from racing two years later after being implicated in another doping scandal.

The retired German racer expressed no desire to rewrite the record book of cycling's greatest event, even though he would be the biggest beneficiary.

"I know how the order was on the finishing line at the time," Ullrich said. "I've finished with my professional career and have always said that I was proud of my second-place finishes."

The International Olympic Committee said Friday it will await decisions by USADA and UCI before taking any steps against Armstrong, who won a bronze medal at the 2000 Sydney Games. Besides the disqualifications, Armstrong will forfeit any medals, winnings, points and prizes, USADA said, but it is the lost titles that now dominate his legacy.

Every one of Armstrong's competitive races from Aug. 1, 1998, has been vacated by USADA, established in 2000 as the official anti-doping agency for Olympic sports in the United States. Since Armstrong raced in UCI-sanctioned events, he was subject to international drug rules enforced in the U.S. by USADA. Its staff joined a federal criminal investigation of Armstrong that ended earlier this year with no charges being filed.

USADA, which announced its investigation in June, said its evidence came from more than a dozen witnesses "who agreed to testify and provide evidence about their firsthand experience and/or knowledge of the doping activity of those involved in the USPS conspiracy," a reference to Armstrong's former U.S. Postal Service cycling team.

The unidentified witnesses said they knew or had been told by Armstrong himself that he had "used EPO, blood transfusions, testosterone and cortisone" from before 1998 through 2005, and that he had previously used EPO, testosterone and Human Growth Hormone through 1996, USADA said. Armstrong also allegedly handed out doping products and encouraged banned methods ? and even used "blood manipulation including EPO or blood transfusions" during his 2009 comeback race on the Tour.

In all, USADA said up to 10 former Armstrong teammates were set to testify against him. Included in the case were emails sent by Floyd Landis, who was stripped of the 2006 Tour de France title for doping, describing an elaborate doping program on Armstrong's Postal Service teams, and Tyler Hamilton's interview with "60 Minutes" claiming had personal knowledge of Armstrong doping.

Had Armstrong chosen to pursue arbitration, USADA said, all the evidence would have been available for him to challenge.

"He chose not to do this knowing these sanctions would immediately be put into place," the statement said.

The decision surprised riders around the world.

At the Spanish Vuelta, riders including former rival and teammate Alberto Contador joined ex-Armstrong coach Johan Bruyneel in offering support. Another former rival, Filippo Simeoni, wondered why Armstrong dropped his fight.

"It leaves me a bit perplexed, because someone like him, with all the fame and popularity and millions of dollars he has, should fight to the end if he's innocent," Simeoni said. "But I guess he realized it was a useless fight and the evidence USADA had was too great."

In San Diego, Landis avoided reporters' questions about Armstrong, saying only: "I really don't know what the solution is for the sport of cycling. That's not my issue anymore."

Landis on Friday agreed to repay donors nearly a half-million dollars that he raised to challenge doping allegations ? a deal reached with federal prosecutors that may spare him criminal charges of lying to supporters about his drug use.

At the USA Pro Challenge in Breckenridge, Colo., longtime friend Jim Ochowicz said he supported Armstrong's decision.

"He has done so much for our sport over the years and I am sad at what has transpired," he said. "I think he has earned every victory he's had."

Bruyneel said Armstrong was the victim of an "unjust" legal case.

"Lance has never withdrawn from a fair fight in his life so his decision today underlines what an unjust process this has been," Bruyneel wrote on his personal website. The Belgian, who manages the Radioshack Nissan-Trek team, has his own legal battle with USADA. He has opted for arbitration to fight charges that he led doping programs for Armstrong's teams.

Armstrong said he has grown tired of defending himself in a seemingly endless fight against charges that he doped while piling up more Tour victories than anyone. He has consistently pointed to the hundreds of drug tests that he passed as proof of his innocence during his extraordinary run of Tour titles.

"There comes a point in every man's life when he has to say, 'Enough is enough.' For me, that time is now," Armstrong said Thursday night, before the deadline to enter arbitration.

"Today I turn the page. I will no longer address this issue, regardless of the circumstances," he said. "I will commit myself to the work I began before ever winning a single Tour de France title: serving people and families affected by cancer, especially those in underserved communities."

Armstrong was still relatively unknown in the U.S. until he won the Tour for the first time in 1999 in the ultimate comeback tale: When diagnosed with testicular cancer, doctors had given him less than a 50 percent chance of survival before surgery and brutal rounds of chemotherapy saved his life.

Armstrong's victories, his work for cancer awareness and his romances with rocker Sheryl Crow, fashion designer Tory Burch and actress Kate Hudson made him a celebrity who transcended sports.

His success helped sell millions of the "Livestrong" plastic bracelets and enabled him to promote cancer awareness and research, raising nearly $500 million since his Lance Armstrong Foundation was started in 1997.

Foundation officials said they remained "proud" of Armstrong and had received hundreds of messages of support from donors, partners and supporters since his announcement. Among them was Nike Inc., which said it planned to continue supporting Armstrong and the foundation.

"Lance has stated his innocence and has been unwavering on this position," the company said.

Anheuser-Busch said its partnership with Armstrong was unchanged and American Century Investments, another partner, said: "While the actions taken against Lance are unfortunate, we understand his decision to drop his challenge to the USADA charges. The USADA may sanction Lance and attempt to strip his titles, but no one can take away what he's done for the 28 million people around the world living with cancer."

Armstrong retired in 2005 and almost immediately considered a comeback before deciding to stay on the sidelines ? in part because of all the doping questions. Three years later, Armstrong was 36 and itching to ride again. He came back to finish third in the 2009 Tour de France.

Armstrong raced again in 2010 under the cloud of the federal investigation. Early last year, he quit for good, making a brief return as a triathlete until the USADA investigation shut him down.

"He had a right to contest the charges," WADA President John Fahey said. "He chose not to. The simple fact is that his refusal to examine the evidence means the charges had substance in them."
