The Northern York County Regional Police Department has filed charges against a Waynesboro man for home improvement fraud in Manchester Township.
On October 23, 2012 a resident of the 2400 block of Hepplewhite Drive in Manchester Township entered into a contract with Ryan Lee Noll age 37 of 9257 Harlee Road Waynesboro, PA to install fencing around a swimming pool. ?The total contract was worth $3814.50. ?The homeowner paid Noll half of the amount ($1907.25) and the second half was to be paid when the fencing was finished. ?The agreement called for the fencing to be completed no later than first week of November.
Noll cashed the check on 10.24.2012 and failed to have any contact with the victim. ?The victim left over 20 messages for Noll. ?Noll failed to return any of the calls. ?On November 15, 2012 the victim contacted the Northern York County Regional Police Department.
The victim subsequently made contact with Noll who promised to return the money to him by December 16, 2012.
To date Noll has failed to return the money or to complete any work at the victims home.
The following charges have been filed against Noll as a result of this incident.
- Theft by Deception
- Receiving Stolen Property
- Deceptive or Fraudulent Business Practices
- Home Improvement Fraud
Noll has also been charged by Southern Regional Police for a similar incident in their jurisdiction.
